When i open mij dedicated server (hlds) i want to make a server and after finished i click on start server and i copy and paste my ip adres to here on this site on ip or domain name and they says: private ip adresses can not be scanned. WHY???

We cannot scan your server from within your local network since we are not inside your network. Go to www.whatismyip.com to view your public IP.
