i saw that my server is lost 1000 points in rating in one day
i know there are the rules for tf2 servers - they are cant be idling or fake players

but what rules for 1.6? i have true normal 1.6 server without fake players or smhtng that can break the rules
why it was happened with my server?

is it mistake?
i have stable from day to day number of connections

A few days before that drop in rank, you appear to have had a sudden drop in popularity. After that, you maintained (and currently do) fewer players in your peak times. This relatively minor (~3%) drop in rank for CS seems reasonable from this end. I am sorry that your server is not as popular as it used to be.

i totally have 3 cs1.6 servers
my online is going down
i dont want turn other 2 servers off
because from time to time one of my servers is full
and i need 2 others

but when they are three is ONLINE (in the morning etc)
people switches between the servers and at the first time we can see
by 4 players on each server and after that all servers will be empty

i know that in this situation 2nd and 3rd servers harm to my general online

i want to do:
make full redirect from 2nd and 3rd servers to 1st server
but not FULL DAY, just night and morning

is it forbidden by gametracker rules?

i have my servers about 2 years and i'm very sad about this situation.

If the redirect servers report fake players that are not detected, they may be deranked.

then if i make redirect from the empty server it will be not breaking the rules?

There would be no need to derank the redirect servers if they stay at the bottom of the ranking.
