You can only add players or your friends on steam if you bougth the game from steam or if your useing a (FREE) steam accounts just for free to play game (f2p) there dont let you add your friends some think todo with spaming people steam dont what free accounts doing that

like the person obove said buy a game and you can add people but people can add you if you say your id.

No matter if they add him, he can't accept them nor talk with them.
