I can't add my cs source server to game tracker that says "GAMETRACKER COULD NOT SCAN THE SERVER " but it is online you can see at HLSW can anyone help me ?

I would recommend contacting your game server provider. They will be able to look into it further for you to determine if if anything is blocking those IPs as the scanners are not receiving a response.

Firewall is disabled i use a dedicated server that just changed the ip, because befora I can add my server but now no more what can I do ?

Unfortunately I do not have any other ideas as to why your server is not responding to the GT scanners.

In game monitar I can had my servers but not in game tracker

The query port should be the same as the join port. I am able to scan the server on HLSW, but like I mentioned, the GT scanner is not receiving a response. I would recommend contacting your provider to see if anything is in place that is blocking the IPs I previously mentioned, when you get a chance.
