The points you have mentioned are mostly basic server managing permissions except for adding new mods. If you buy a server then you should surely be given access to do most of the stuff mentioned and if not then technically it will not be your server. So almost all server hosts must be offering them.

As for the point of adding new Mods to your server, that may not be given to you by every host, some may have it completely disabled or some may charge for it. You should get info on many different hosts and then choose the best one for you.
