I have tried to add my Red Orchestra 2 Server to my Favorites List, but when I look for it by IP under Red Orchestra 2 games search it does not come up? It said there was already a game with that IP in the DataBase.

I checked this again by doing an All games search and it came up as a Team Fortress 2 Server clearly playing a Rising Storm Map? Here is the Ip 103.18.207.201:7777 .

On my Steam Browser it shows up as Red Orchestra 2 (which it clearly is). So there is definitely something wrong with the GameTracker Database.

Try now. The server was originally added incorrectly or used to be a TF2 server.
