There are two servers ranked #1 on the BF3 scoreboard.

This is definitely possible. Servers which happen to be determined with the same popularity will show the same rank, and the N (number of servers at a single rank) subsequent ranks will be "skipped" and the next server will have the following rank after the skipped numbers. As you can see there is a 1, 1, and 3.

This is much more common at higher ranks, but there are a significant number of same rank servers at the end of the list for recently added servers.
