You've just added it about 24 hours ago. You should notice it change within the next 24 hours. Rank is updated once per day.

So I understand that once filled the old IP and server rankings were 13k. And on the new IP have not once was full and jumped by 7 seats? -. -

It all depends on the timing of when it is added as to how long it will take rank to update first. Again as I mentioned before, you should notice it change within the next 24 hours.
