i have this minecraft server 77.111.249.164 or mc.offbalance.org, my join port is 25565 and my query port is 25569, but i can´t add my server to gametracker, pls help me, the port is correcly setup

I tried registering the server 1, but not given.
then later I was trying to register the 2 and did not work, I was using a modded minecraft server, switched it to minecraft 1.7.4 vanilla went back to try to register and has worked, but when i switche back to modded server it not respond on gametracker

If your server no longer supports the gamespy4 query protocol once it is modded, it will not be able to be scanned by GT.
