Yes, you can feel free to claim the server and adjust the location flag if the GeoIP database is not correct.

For instance, you can claim the server by clicking the (claim server) link on the server page http://www.gametracker.com/server_info/185.36.170.231:27015/

One the page that takes you to, find the Claim Ownership option and follow the instructions in the (?) button next to it to claim it.
