Will my server rank bring over if my server ip change but game remain the same?

The only way to transfer rank from one server to other is using the DNS feature, if that's what you mean.

If i use this function "Migrate Player Stats" will my server ranking be brought over too?

DNS feature and "Migrate Players stats" both are the different things. Only DNS can help you to transfer rank if the both the server old as well as new has same ports.
