i need to know what are the rules about flags of servers , dont tell me it should be like the hosting country, i see most of servers abuses this, so what are the rules of flag !

You should put the flag on the server to the actual location or somewhere reasonably close to the actual location. Most users don't like it if you deceive them by making them think it is a server on their side of the world when it's not.
