I guess that flag changing disabled for new accounts (less than 2 weeks old) is new. If there is problem with mass-fake servers added by Romanian owners it can be solved easy with better control or automatic send report to gt administration if there is more than 15 - 20 servers on one ip so they can check. I write this because many users have problems with lost account etc so they need to wait 2 weeks if they create new account to change flag (often to their real contry flag because it is often DE or FR because of good data center there).

The two week delay on changing the flag is not directly related to the ability to claim a server. There is really no reason to change the flag more than once, so a delay shouldn't cause a problem. If a server was hacked, or something, we do step in and assist with reverting it back to the original.
