I have Ghost Pro and a Silencer on my gun and [EXT]CHICKENMAN}{ is always able to see me from aircraft and on the ground. He may not be hacking but he is the only one who can manage this. When I called him out on it, other players said they thought he was hacking too.

Is there a place on the site that I can submit his name and other players who ruin the game?

You could try contacting the person that owns that server to ban them from that server.
