Hello,
Your server is not responding to a stats request. Is it online at the current time? Is it currently binding to that IP? (also is it running on a static IP that does not change) If it is a home server, have you made adjustments in the router, if applicable? I would recommend contacting your game server provider for further assistance. They may have other measures in place to block UDP scanning on that port.
