When ever i try to add a server cod 4 server at this side it shows me error message. That is,
GAMETRACKER COULD NOT SCAN THE SERVER.

If you are hosting it from home, you may also need to portforward in your router in addition to opening the port in your firewall. One of those is likely the culprit for you, unless you are not entering the correct ip and ports.

How to do that?

That would largely depend on which one you use. I would expect there be documentation that came with it or is available online.

If you've used google or another search engine, you should be able to search for something like "open port in ___ firewall" or what ever is appropriate and find results.

the best thing for you is to rent a dedicated server. Hosting a server from home isn't good at all
