How Can I Lock sv_maxclients?
I serach But nothing found about this..
I want protect this to nobody change it by rcon

Do not give rcon to people that can not be trusted.

I need it for my customers

Speaking privately (i.e. expressing my personal opinion only);

Put in your terms and conditions that they have hired 'x' number of game slots and any change will result in (you choose); immediate closure of account / immediate server reset / additional charges on account per additional game slot.

If someone agrees to hire a number of game slots for a price, then tries to change the number of slots, they are stealing. Theft is dishonest and punishable.
If they find their server being reset a few times, or get a larger charge on account, they are unlikely to continue changing the number of slots.
