I upgraded my software from vista to windows 7. In the process I lost all my rank and weapons and have to start over from scratch. Is there a way to get back to my old stats?

Unless you've made a copy of your CoD4 data files, then sorry dude. You're account has been lost. Best start over again.
This happens to lots of people, even me, so don't worry. i'm sure you'll get your favorite weapons back soon (: |
