You'll have to review your firewall documentation to find how to open the ports for it, or you can google search "guide to open ports on ___ firewall".

I am not able to scan 115.186.106.36:27015 on HLSW (hlsw.org). Please double check your firewall port settings to make sure that the port is opened (TCP/UDP) and GT is not being blocked.

oooh i think that is it. gametracker is blocked i think. how do i unblock gametracker?

You should be able to find this in the documentation for whichever firewall/router you are using.

The join port is the same as the query port for CS1.6.

You may also need to configure your router if this is run from your computer to portforward the server port. Otherwise, if it is professionally hosted, contact your game server provider to look into the issue for you.
