You should be able to do a google search for "how to open a port in ____", filling in for whatever firewall/router/etc you may use.
I am retired from GameTracker after 11 years and will not be responsive for support requests.

Hello,

We are still in the same boat as before. If the port is open on your server, it should be working. There is not much you have to do to set up a CS server for scanning.

Please confirm the following:
1) Your server is still running on 178.77.163.193 (meaning your server is binding to this IP address)
2) You have 27015 open in any firewall and router for scanning.
3) You are not with one of the ISP's that block all foreign traffic.

Hello,

If you are running the server from your local computer, you can Google "what is my IP" to find your IP address. You'll need to open the port in your firewall for UDP traffic and portforward in your router, if applicable.

How do I open My port?

What is the UDP traffic?
And what is the portforward in your router mean?

I'm so confused right now
