whether someone tell me how to create a server for counter-strike1.6

To start a server on your local computer, I'm sure you could find the guides and information you need by searching using a search engine.
If you are interested in renting a server from a hoster you can check out GT Premium servers (click Premium in the GameTracker navigation above) or if you'll need tech support in setting up and managing your server, consider some place like GameServers.com (click the image in my sig to go there)
