Hey There,
I know that the Counter-Strike 1.6 Game is not free and downloading the game from the internet without paying is illegal. But I want to ask that is the Counter-Strike 1.6 Server free? Can anyone create a server without paying? I have found this tutorial for creating the server: http://www.cstrike-planet.com/tutorial/1-Creating-a-Counter-Strike-Server It mentions "HldsUpdateTool". Is this program legal to use? |

The CS 1.6 server provided through steam is definitely legal and free to use. Your costs would involve hosting it. See: https://support.steampowered.com/kb_article.php?p_faqid=638
