i want to add server here with my static no-ip as my ip is dynamic please tell me how to add server here with no-ip??

Hello,

If you enter a domain name as the IP in the add server form, it will be resolved to the IP address it is pointing too automatically.
I am retired from GameTracker after 11 years and will not be responsive for support requests.

Hey ronakt!
No-Ip.com provides only a dynamic ip domain name. GameTracker dose not support dynamic ip addresses for servers and the same applies to domain names. When you will enter a domain name in the add server forum it will be resolved to the ip address assigned to it at that moment. There is no way to change the ip address assigned to a server on GameTracker. When your ip address will change then you will have to re-add your server to GmaeTracker.

ip redirection??
like choosing 1 ip and keeep it and all new dynamic ip redirects to chosen ip...

Hey ronakt!
The thing you are mentioning now "ip redirection" is that there is a server that has only BOT's playing on it (so that people see them as players and join that server) and whenever a player joins that server he/she is automatically redirected to another server. These type of servers are called Redirect Servers and are kind of illegal and discouraged.
A better option for you would be to get your server professionally hosted that is buy your server from a hosting service such as GameServers.com.
Or you can also contact your ISP (Internet Service Provider) to have your Internet Connection be assigned a static ip address, this may result in extra charges being added to your Internet Connection bill but it would be worth it if the first option is not possible.
