Unfortunately it is not GameTracker's responsibility to enforce server name policies.

but he steal my players.. and i cant change the flag and other server can steal my name and change the flag? wtf? rules?

The best thing you could do is to send a notice of claimed infringement to their server provider, that is if you have a trademark or copyright that they are infringing.
Otherwise, it is rather difficult to argue that you own the text "Gladiator Arena"
