"WAD file decals.wad doesn't have WAD3 id"-----This is the error i'am getting everytime when i try to connect to any server and it also stops cs. Tried re installing it but it didn't worked..Can anyone solve this issue please...

uninstall amd reinstall ur counter strike

If you know location go and delete manually if ur the only user of the computer (administrator rights)
Is read only file or is pasword protected file? Second do you know where you must place wad files if you are given a link to replace the damaged ones? http://maps.cs-bg.info/wad/80/decals.wad Same problem as you: found something like: right click the cs icon propieties-->compatibility-->Runn this program....ur windows type.
