first check if you have a working internet connection.
if yes, the open command prompt.
press windows+r
type cmd
a command prompt will open
type "ping server.ip.address"
replace server.ip.address with the ip of the server you are trying to connect.
for example:
ping 200.198.100.202:27015

the result will tell you if you recieve back the data.
if yes then check if you are banned on that server or not.
