hello here my server was have 32/32 in time 2:15 PM so what is this ! why i have blocking GT briefly

GT was likely not able to reach your server for a brief period. The following IPs need to be able to reach your server in order for it to show online:
208.167.241.190 208.167.241.185 208.167.241.186 208.167.241.183 208.167.241.189 108.61.78.147 108.61.78.148 108.61.78.149 108.61.78.150

my server is 89.44.246.29 and it was have in time 2:15am 32/32 players so why i gametracker.com it was save 0/32.

it's showing in gametracker something like dead and the server was have active 100%

Yes, that's why I provided you with a very helpful answer. Please consider making sure the mentioned IPs are allowed to reach your server at all times. (ie. they shouldn't get temporarily blocked by your firewall).
