ICMP echo request (ping) dropped 3 out of 4 attempts - 75% packet loss.
It would suggest that you have severe network issues / limitations. HLSW does see the physical server, but no game server is currently running, or if it is, it is not responding to queries. My server will not add or shows as down, what should I do? I am a community user. I do not reply to private message requests for support. You can try the suggestions in the link I posted.
If you have a very poor connection, then contact your game server / internet provider. Only they can help with bad connections. I am a community user.
