the gag system is for muting person when someone mischievous and creates problems.

i have 2 plugins that works .

the 2nd one i am personally using on my server.

might cause lag for server when 32/32 full server. check number 2 and see for yourself.

in 32/32 2nd plugin works better.

everyone has their own opinions but i tell something that works for all.
