The only way to regain access to a stolen / hijacked account is through your E-mail as their is no other factor of authentication in GameTracker which is a feature required.

As it pertains to your E-mail, they also have their methods of recovering your account.

Whatever service you use; inquire on their support forum or use their self-recovery methods.

So, the user transferred the server rank and player stats onto their own server page?

I don't believe that this can be recovered - there's no way to restore / refund anything.

All of this will have to be regained.

The players would surely need to have some amount of understanding; though I doubt they'd care as much the server owner would.

You can not transfer player stats without having ownership of both servers.

We do not assign ownership of servers under any circumstances.

The standard claim process must always be used.

We have provided facilities to perform all valid server actions without the need for administrator intervention.

As per my advice in your previous issue post - secure your server and your account. They are your responsibility, not ours.
