My question is if I buy a server that has a NR, will it be returned to the normal rank or not?

It is not my decision, which servers are de-ranked or re-ranked, but I wouldn't risk my money on a de-ranked server. Ever.
Ask yourself this question: "Why is it still without rank if it was possible to have it re-ranked?" Or "Why give money to someone foolish enough to get their server de-ranked that is also too lazy or incapable of having it re-ranked?" Disclaimer: This my personal view / opinion.
