The attack is continuous from this server manager's end and it has been more than a year since he is spreading the attack on other Counter Strike 1.6 servers.

And just what pray tell would you expect anyone to do about it, assuming of course, that your information is correct?

A DDOS is a Distributed Denial of Service attack.
By definition it requires multiple machines (and IPs) and it is virtually impossible to determine the intentions (if any) of any of the participants.
