I don't know any one plugin that specifically does this but there are many thousands of plugins which can change a lot of stuff in the game and add much to it.

As for all the mods of that server you should contact the administration of that server. Check out their website or forum, you could also see that which GameTracker User has claimed that server's GameTracker Page and contact him/her.
