If you are referring to:
http://www.gametracker.com/server_info/93.119.24.103:27015/ claimed by kelfone, the server is either down or the port is not open in the firewall.

The server runs give only enter Romania from other countries can not connect, what can I do?

You'll either need to stop that policy or whitelist the scanner IPs. There is nothing we can do to get around it.
