GT will not able to get your rank back. If your server is popular then it will reach on that rank within a week. There is no way to get your rank back.

Unfortunately it is not reasonable for us to take a request from any user to delete any server on the website without question.

As a result, you must claim the server to prove that you own it. You can then delete it on http://www.gametracker.com/server_info/189.1.171.13:27017/manage/

However, deleting it to just re-added is a bit pointless so you may want to just ask yourself why you need to re-add it to begin with.
