Website are down no admin on the server it is crazy this server is on #1 that the huge problem this server should not be in the top rank the performtion is really bad and it is getting worster day by day

Gametracker statistics have no emotions or sense of 'fairness'.
They are simply numbers derived from data.

A server's rank is determined solely on the numbers of players over time. In short; total hours of playing time.

Gametracker does not administer servers (as you appear to understand) and as such server owners are free to do what they like with their 'property'.

There are some rules however for being registered and having your statistics ranked on Gametracker. The rules can be found here;
