whats up guys / ladies

wanted to ask a question about measures to take to prevent rcon hackers from accessing passwords. I am well aware are to many fricking hackers in ET and have a guy who can by entering the server while only robots are on enter some kind of hack where it calls a vote and if passed changes rcon. I thought to cancel all votes would maybe solve this problem but came here in the hopes that with your help I can prevent this from happening on my server or any server.
