Firstly; your FPS is mostly influenced by your PC. A system with decent components is required.

Minimum system requirements

Operating System: Microsoft Windows 98, Microsoft Windows Second Edition, Microsoft Windows Millennium Edition (Me), Microsoft Windows 2000, or Microsoft Windows XP.

Computer/Processor: 733 megahertz (MHz) processor.
DirectX: DirectX® 9.0 or later. (DirectX 9.0b is installed by Halo.)
Memory: 128 megabytes (MB) of RAM.

Hard Disk: 1.2 gigabytes (GB) of free hard disk space.
Video card: 32 MB with 3D Transform and Lighting capable.
CD: 8X.

Sound: Sound card, speakers, or headphones with multiplayer play.

*56.6 Kilobytes per second (KBps) modem or 10 MB network adapter. Multiplayer servers require broadband to run a server.

*Additionally, you must have an Internet Service provider (ISP) or a Local Area Network (LAN), if you want to play multi-player games.

Halo runs decently on most low-end PCs, you shouldn't have any issues once you meet the minimum specs.

I do have some in-game configuration that will give your FPS a boost:

- Check my post; everything is listed there...

* You can also;

(1) Update all your drivers
(2) Overclock your hardware
(3) Use optimization software; game boosters e.g Razer Cortex.
(4) Configure windows for best performance.
(5) Maximize power settings.

Don't forget to check and benchmark your FPS, let me know if this helped you.

You can press CTRL + F12 or get in the console and type: rasterizer_fps 1

I recommend that you use the console command since it is more detailed and precise. The graph is a bit f1n1cky

There is a max framerate, average, dropped etc.

Report those values and then apply my settings and updates that i listed in my previous post.

Here's some of the best ones;

3D-
-> Application Optimal Mode: Enable
-> Multi-Sample Anti-Aliasing: Turn Off
-> Conservative Morphological Anti-Aliasing: Turn Off
-> General Settings: Quality
