TITLE SAYS EVERYTHING.

- I've seen some people start their game without the gearbox & bungie cutscence. I want it to not display.

In order to do this, you have to; delete all files with the .bik extensions.

Here's more about how .bik files render the video scene that you see:

Is there a way to do it without deleting files? I want to keep the files in case my game gets messed up.

Deleting the files won't mess up your game. If you're fearful of that happening, you can simply backup your files.
Deleting bik files won't affect anything else in the game. They're just used to display the animation that you see when you launch your game.

However;

There is a way to do it without deleting anything...
And that's by adding the parameter -novideo to your halo target line.

It should look like this -

"C:\Program Files\Microsoft Games\Halo\halo.exe" -novideo
