You can either claim it and delete it on http://www.gametracker.com/server_info/91.250.102.86:9987/manage/
Or turn off scanning in the opposite manner that you enabled it. http://www.gametracker.com/games/ts3/forum.php?thread=42258 We are unable to just delete servers from the website as it would be a security risk.

I'll close this since your question has been answered multiple times. If you have no access to claim it then it is not your server and you have no right to delete it.
