I can not understand why my server is offline, I have restart and reinstalled several times and the server is offline, what happened?

I'm not able to scan 66.55.149.177:27015 on HLSW (hlsw.org). Please contact your server provider for support.

ok however I can not figure out how to become admin of my game server I looked at the guides and I just can not understand what should I do

ok ok first off, if your servers staying offline even though your telling it to start, check your autoexec.cfg file make sure you didn't mess up on any commands you tried to get to start up first.
if that doesn't work, think what did you do last BEFORE it stopped working. if all else fails you can have the server wipe'd and restored back to its default working order. I just had to do this with mine last night, because i fail on one of the mods lolz
