Your server is reporting 15 for max players. Has it been 15 for a while or did you have a larger server earlier? Your historical server graph on the 565px wide banner will show it up to 60 until 24 hours pass from the last time there were that many players.

I used to be only 20 slots. But 15 was not.

I would recommend contacting your server provider. They will be able to adjust your server's player slots so the correct number of players are able to join.
