I keep getting ''Steam Game Server initialized as Internet Server.
No Steam Master Servers found. Server will LAN visible only.''

That should be fixed by moving steam.dll into the server folder.
I did that but I still get this error. Firewall is disabled, no virus scanner installed. Running on windows server 2008 rc2. Any ideas?

check your ipaddress and port address
check the port number looks like (27018) its not, it is (27016).
even though you set it as 27018 look for 27016 in game or HLSW

look for 28958

you minus 2 for the port from 28960 gives you 28958 when you look for the server or putting it in.

The game is only for its own search engine not steam. that's why steam does support it in its server brower.it will still works fine.
all it's is the port address u have to minus 2 when u in game looking for your dedi box.

The problem is the console gives me the error.

Have you set the port address in the router port-forward and also the firewall in server2008 as public.
