You need to claim the server before the change location flag option will be enabled. You can do this on GameTracker, however, you will have to contact the owners of the site you posted about changing it there.

1. Click the "None - Claim Now!" link on the server page
2. Click the (?) button next to the claim ownership button to get the instructions
3. Click Claim Ownership once you changed the name temporarily.

Not unless you delete and re-add it, which I can see you have done now. Now you'll have to reclaim it to change the flag back.
