where abouts I can find the file,sorry I'm not really faimilar with teamspeak file related stuff

Whitelisting refers to your firewall.
Those IP addresses must be able to make requests that pass through your firewall to teamspeak.

It is part of your operating system / networking setup

Try google for "firewall" if you need an explanation.

You have no server running on port 9101. Are you entering that value incorrectly as well?
