I am trying to host a TS3 server on my computer with port-forwarding, but I don't know how/where to change the IP of the TS3 server.

First, find your public IP; search "What's my IP" in google.
Second, visit this and go through signing up. Third, click "Add A Host". Fourth, go through this screen. Fifth, use that IP and give it to your friends and such.
