Be sure you are extracting the patch as administrator .

Try copying the patch to Desktop and extract it .

But anyway I fixed the link to the dropbox. please check.

Update your Winrar for latest Version [4.20] Before extract the Latest Patch or Use 7-Zip.

And,
I repeat, make sure that you have administrator privileges before extracting the patch.

Please check your version before downloading the updates,
they must be installed in ascending order.

Update your winrar to the latest version or Uze 7-zip (Lzma2) method requires the most current version.

ps: I noticed that you are using windowns 8, try to change the compatibility and run as administrator.
