IPs can change, or be hidden behind proxies. Useful info is username+timestamp (to search logs) or STEAM_ID (status console command,i think this info is shown to every user).

Or fix the team switching thing. Every time I load I am on the wrong team. Partly my fault as my computer is shit and loads slow and all the spots fill. Not sure if you have any server uber things experience but could you introduce some kind of three strike system? Get three strikes or get kicked 3 times by a admin and it's auto ban.

TDF: Thats a known "bug". Cant do too much abut (current workaround plugins doesnt work, and never did it properly under linux server).

You can always say !spectate to free the team slot, while other team's player do jointeam 2 or jointeam 3 to swap manually when both agree to do.

About three strike system, votekicked users are banned for 5 minuts.
