changemission vote is disabled again (was this way in the beginning and i enabled it some time ago... but with only 4 5-maps campaigns and 1 2-map in versus changemission is only a way to ruin games in progress IMHO)

I like changing it at the ends of campaigns usually.

Like if the score is 3000 to 100 and only one team can win. Don't want people rage quiting cos they getting raped.
