Hi gamess44, It appears that you have done everything correct. You also don't need to Port Forward anything as you have said that you don't use a router and also you HLDS Window is showing your Internet IP which means that it has direct Internet Access. You have said that you don't use any Firewall but have you checked Windows Default Firewall or any Firewall that your Anti-Virus has? Check that the HLDS is allowed in them. If everything is alright then maybe there is some problem with your server. You should test a new and updated version of the server, maybe that will be able to be scanned by GameTracker.
